Carl Bearden is the executive director of United for Missouri’s Future and United for Missouri. These two organizations seek to educate, communicate and activate Missourians on state and local fiscal policy issues. This mission is accomplished through training sessions, rallies, assisting other organizations in helping their members’ voices being heard and provide opportunities for Missourians to let their legislators know of their support or opposition to numerous legislative proposals.
Bearden was the state director of the Missouri Chapter of Americans for Prosperity from September 2007 until July 2010. During his tenure as state director, the AFP-Missouri chapter saw phenomenal growth adding over 26,000 members in less than three years.
Former Rep. Carl Bearden, a Republican, represented part of St. Charles County (District 16) in the Missouri House of Representatives.
Bearden served in a number of capacities during his tenure in the House. He was the Speaker Pro Tem and Chairman of the House Budget Committee. As Speaker Pro Tem, Rep Bearden was in charge of policy development.
As Budget Chairman, Bearden restructured the House Budget process in a number of ways which are still in use today. Bearden successfully challenged the status quo on revenue estimation going against more “seasoned” prognosticators and other big government proponents through the application of in-depth analysis and modeling similar to the exercise for the tax reform measure proposal.
Prior to his election to the Missouri House, Bearden served eight years on the St. Charles County Council, including three years as its first chairman. He has over 30 years of private business experience. Bearden served nearly 20 years on the board of Living Word Christian Schools.
A graduate of Clearwater R-I High School in Piedmont, Mo., Bearden served six years in the United States Air Force and received a bachelor of science degree in industrial technology from SIU-Carbondale.
Carl Bearden lives in an unincorporated part of St. Charles County with his wife, Debbie. They have two daughters, a son-in-law, and two grandchildren.
